1- You have several programs to replace skins/vehicles etc.
I suggest you to use Spark.
2- Watch this video Smile



3 - Make sure you backup your gta3 file which can be found in MODELS - GTA SA Directory.

4 - You can put the mod on whatever skin you want by re-naming the files that contains the mod.
